The state of California classifies a licensed C-7 contractor as someone who can work on low-voltage systems. A licensed C-7 contractor can work on systems that don’t exceed 91 volts, such as telephone systems, satellite dish antennas, closed-circuit video systems, cable TV systems and landscape lighting. However, a licensed C-7 contractor cannot work on low-voltage fire alarm systems. A contractor can obtain a C-7 license by following the general rules to become a licensed contractor in California and passing a class “C” test for specialty contractors.
You must be at least 18 years old and have at least four years' experience in the construction field. A person with first-hand knowledge of your experience, such as a homeowner or employer, must verify the experience.
Obtain the “Application for Original Contractor’s License” in person or by calling any Contractor's State License Board office and fill it out. You can also obtain the application online through the CSLB website.

Receive a “Notice to Appear for Examination” if license board approves application. The board will also provide a copy of the 'Study Guide for the Law and Business Examination' and C-7 license study guide with the notice. Examinations usually take place within three weeks of receiving the notice.
Pass the standard Law and Business examination and specific C-7 examination.
Receive a wall certificate and pocket license stating that you are a certified C-7 contractor if you pass the examination.
Tip
You can use documented education or training in place of the four years' experienced if needed.

Under some circumstances, the license board may waive the examination.
